Need to calculate tax on One Time address on Procurement Requisition

Summary:

I am implementing tax and it will be utilized on Requisitions and Purchase Orders. Tax will calculate on all existing Locations. However, they enter One Time Deliver To (ship to) locations on Purchase Requisitions. I know the tax would be an estimate, but for budgeting purposes (public sector) the tax needs to calculate. I tried adding rules specific to Purchase Requisitions but it is not recognizing the address elements from what I can determine. I do see an option to select Deliver To in the determining factor sets, only Ship To/From, etc. I tried
