I am seeing if we can integrate with a third party carrier in the enrollment UI for Evidence of Insurability (EOI). At a high level the ask is:

1. Call the carrier's SOAP service from Oracle to create the session and receive a key.
  2. Build a SAML assertion that includes the launch context and key.
  3. Sign that XML with your private key.
  4. Base64 encode the signed XML into SAMLResponse.
  5. Put claimKey into BusinessData or as a SAML attribute.
