I have followed below steps , didn't resolved the issue.

  • Add the PER_ENABLE_WORKER_SEARCHES_USING_EFFECTIVE_DATES_PRIV privilege to the Learning Specialist role.
  • Update the Person Security Profile of the Learning Specialist role to allow viewing all people.
  • Regenerate security profiles by running the jobs Import User and Role Application Security and Retrieve Latest LDAP Changes.
  • Run the job Update Person Search Keywords to refresh search data.
