How to enable Action and Action Reason LOV for HSDL for Termination

Summary:

We have built an HSDL Template for Termination but we can't find a successful way of making the HSDL Field for Action and Action Reason to turn to a List of Values field that would only show the valid termination action and action reason combo.

By default, when these attribute fields are added in the design template, these are freetext and not a Look-up or Choice list.
