Transfer order requester receives notification for backorder

Summary:

Our client would like to receive notifications when a backorder is triggered for a transfer order. The transfer order initiator should receive a notification if any part of their order is backordered and the source organization warehouse manager should receive a notification that the order was backordered.

InvOrgA requests items (transfer order) from InvOrgB (Source) but can only ship part of the order. Consequently, a backorder is triggered. A notification of the backorder should be sent to both the initiator of the transfer order and the source warehouse manager.
