How to create same Dependent for Parents Working in Same Organisation

Summary:

We have a business requirement where the an employee and their spouse is working in the same organisation and are enrolled in Benefits. They both now want to designate their child in the Basic Life Plan as a Beneficiary. One of the parent adds the child in their contact with SSN and designates the child in Basic Life plan.

How can the other parent link the same child record and add it to their contacts ? Currently Oracle does not allow us to create a dependent record with the same Name, SSN and DOB, and throws an error.
