Learning Assignment issue when courses are created/loaded via HSDL

Summary:
Learners are unable to register in courses loaded through HSDL. Learning admins are also unable to assign learners via admin view. The error message displayed to learners states learning item is inactive. However, publishing dates are set to allow catalog visibility and registration. Reports on the back end show the course status as active.
