Unable to update rework work definition with correct item structure that's not 'Primary'

Summary:

Unable to update rework work definition. Rework definition was setup with the incorrect item structure. Need to update it to have the correct item structure "Repair Return".

• After creating new item structure, and adding it to existing work definition - unable to select "Rework" as work definition type.
• Tried creating new work definition with new item structure (can't due to existing work definition with rework type)
• Tried inactivating old work definition and deleting, creating new revision.. it did have work orders that were tied to it and canceled
  
  In lower instance, I was able to successfully create a new item structure/work definition and didn't have issues, the bottom image shows this desired outcome. The top image is current state of work definition in PROD.
