learning assignments for different time zones

Summary:

we have employees in Canada and in Australia and we have an initiative that runs every hour assigning the employee for new hires that uses analysis to assign the learning.

but because the difference in time zones the Australia employees get assigned the learning very late in the day . we need both employees in Canada and employees in Australia to be assigned the learning early in their days
