In Assignment page Person type and country need to populate Payroll details in Hire an employee page

Summary:

On the Assignment page, the Person Type (Employee) and Country (US and Canada) should be used to populate payroll details on the Hire an Employee page using VB

How to achieve that? It's not populating when using Person type as Employee.But if i keep only country as a condition in rule payroll details are populating correctly.
