Is it possible to limit text cell input to a specific number of characters in EPM Planning?

We have already confirmed through Oracle Support that the system maximum is 4000 characters. However, we need to know if there is any configuration, validation rule, or workaround that would allow us to restrict the input to fewer characters than the system maximum.
