Project contracts migration from eBS to Cloud PPM

We require the project contracts to be migrated from eBS to Cloud PPM. We are finding that we cannot load contracts unless the service account user through which they are being loaded is associated to an employee. Can we confirm that we would need to create service account user as a dummy employee to get these contracts loaded in Cloud PPM?
