How to control PUL2 process with less number transaction

Summary:

When we run SCC_SFP_PUL2, it looks like it processing all SFP students and not just the recently change. This is causing lot of message processing per student and taking up lot of space. Many of the messages are UNSP message class. Do we need to keep this? and Is there anyway reduce number messages?

Any suggestion?
