Task Transaction Date vs Task Planned Date

My understanding is that the Transaction Finish date is a financial transaction date.

If this is the case, Why am I unable to select the task in the LOV in AP entry? I am only able to select if I move the AP Transaction date to be within the task Planned Finish Date. The functionality is not what I expected, your inputs are appreciated.
