Is there a way to have dynamic waiting time in shipment location

We are facing an issue with shipment stops at border-crossing locations where the waiting time (Activity Time) varies significantly on a day-to-day basis. For example, the waiting time may be 2 hours today, 9 hours tomorrow, and in some cases even exceed 24 hours depending on congestion and clearance delays at the border.

Currently, during shipment planning, a fixed Activity Time is maintained for the location (for example, 2 hours). The system calculates the shipment ETA based on this predefined wait time. However, when the actual border clearance takes much longer than the planned Activity Time, the shipment ETA becomes inaccurate.

I would like to understand if there is any way to handle this scenario using a dynamic wait time mechanism for such locations, so that the ETA can be calculated more accurately based on real-time or variable border waiting conditions. Have someone face similar issue please some information if how were you able to resolve it .
