How to control job code visibility for different legal employers using Reference Data Sets?

My client has already implemented Oracle Fusion for the United States and is using the “Common Set” reference data set for the US. When a US HR user hires an employee, they can see the US job codes as expected.

After one year, the client is expanding to another legal employer for Australia and has created a separate reference data set, “Australia Common Set.” A new business unit has also been created and assigned to the Australia Common Set. In parallel, Australia job codes have been created and assigned to the Australia RDS job set.

However, when an Australia HR user hires an employee, they are also able to see the US job codes.
