Position budgeting page not working in responsive

Summary:

We are currently trying to enable the Position Budgeting page for our customerby following the documented steps available in Oracle documentation.As part of the setup, we observed that enabling the profile optionORA_HCM_VBCS_PWA_ENABLED = Y is mandatory. However, our customer has not yetplanned to migrate to the Redwood UI. Once this profile option is enabled,we notice that multiple HCM pages automatically start rendering in Redwood UI,which is a concern for the customer.Given this situation, we would like to know  on the following:


1. Is ORA_HCM_VBCS_PWA_ENABLED a mandatory prerequisite to enable the Position Budgeting page?
