Cross-BU/LE Project Time Charging in OTL - Beyond Intercompany & Multi-Assignment?

Background

We have a requirement where employees belonging to one Business Unit (BU) and Legal Entity need to charge time to projects owned by a different BU and Legal Entity.

We are aware of two approaches to handle this today:

  1. Intercompany / Cross-Charge — technically fits the scenario but the customer would like to explore possibility other than intercompany accounting.
  2. Multiple HCM Assignments — creating a secondary assignment under the target BU so the person can access the relevant projects. This works functionally but is not a clean solution and introduces HR data complexity.
