Cost Scenario for Manufacturing Work orders

We have replaced one component in item structure which has work definitions and cost scenario.

Do we need to create new Cost scenario for all the components in Item Structure or need to define material cost for newly added component only.

I tried creating Cost scenario with newly added component but roll up is not happening.
