Can we have planning method set to replenishment planning and have an internal transfer in SSP?

Per:

We have a requirement to create internal transfer orders for items through SSP from the clients central distribution center.

We also have a requirement to have the planning method set to replenishment planning so items can be generate a forecast and have policies created.

We have tested in the above documentation and are not seeing the results we want. Has anyone ever dealt with this?
