Discount on Invoice - Amount Based, Percent Complete, Percent Spent

We would like to Apply Discount during Invoice generation on Billing Invoice for Bill plans - Amount Based, Percent Complete, Percent Spent

How can we achieve this ?

We have only option to setup discount for Rate Based.

And is this impacts Revenue generation amount with that of Invoice amount which gets generated after discount ?
