Will Oracle Fusion Supply Planning automatically choose a Rank 2 organization just to honor FEFO

Business Case:

Customer has 2 warehouses. One of them is defined as Rank 1 and the other as Rank 2 in a sourcing rule. There's enough On-Hand in warehouse 1 (Rank 1) to meet the demand. However, the On-Hand in warehouse 2 (Rank 2) has materials with earlier expiry dates. In this case, will Oracle Fusion Supply Plan recommend to source material from warehouse 2 (Rank 2) automatically? Will it override the sourcing rule priorities just to honor FEFO rule?
