restoreEnvironment can't run across pods?

Note: This question is related to the new Environment Backup feature in EPM, NOT Artifact Snapshots.

I'm testing the new Environment Backup feature.

According to this EPM Documentation, "The purpose of an Environment Backup includes: Cloning an environment to another environment for disaster recovery or production to test migration to bring the target environment to the exact same state as the source environment."

Environment Backup files live in the Oracle Object Storage file store in the environment were they were created, it's not possible to download or move them.

The restoreEnvironment EPMAutomate command doesn't allow redirection to another environment.

So as far as I can tell, it's only possible to restore an Environment Backup to the same environment in which it was created, so I think that bold statement from the Oracle documentation above is incorrect/misleading.
