package_item /OTM/ Issue with order release configuration increase quantity based on box capacity

Description: I have an order release with a Total Package Count of 400 units. Transport Handling Unit: Pallet

Packaging Unit: Box

Inner Pack Count: 198.

Expected behaviour: The system should keep the original total quantity (400) with 3 boxes ( 2 full + partial)

Actual behaviour: The system automatically splits 400 into multiple 3 boxes (based on 198 capacity),

Creating the third box with full capacity. The order is 198+198+198 = 594, not only 400

Question: How can I force/plan OTM to pack 400 units into exactly 3 boxes (2 full + 1 partial)?
