HSDL Loading Specialization Sections and Activities

Is there a limit to the number of rows HSDL can process in a single load? I’ve noticed issues when loading 100+ rows or when processing combined learning items, such as updating multiple specializations at once.
In my short experience, HSDL appears to fail when processing larger row volumes or when loading multiple learning items of the same type at once (Specializations). However, when I reduce the number of rows or process a single specialization individually, the load completes successfully.
Could this be related to my persona permissions, or is there another limitation I should be aware of?

Unfortunately, in my Org, learning admins are only allowed to use HSDL and not HDL.
