Enabled Setup Multiple Suppliers With the Same VAT/Tax Registration Numbers

After set up based on How to Setup Multiple Suppliers With the Same VAT/Tax Registration Numbers? I am still getting errors when import suppliers whos having same VAT/Tax registration numbers, but some of the suppliers imported successfully with having same VAT/TRNs, not sure what's the logic behind.

Rejection reason: "A record with the value GBXXXXXXXXX already exists. Enter a unique value." and "This tax registration number already exists for party type Third party and party name XXXXXXXXXXXXX for the same period."
