update contracts team members in bulk

Summary:

There is a seeded process in the contracts module to update individuals on the contract using "Update Project Contract Performance Data". We would like a way to bulk change all the individuals on the project.

On an annual basis we change the team members associated with a contract. The current process only allow for a one to one change so Joe Bloggs for Jane Doe. If they needed to switch contracts over we would need a third party to facilitate this as the current process doesn't allow for a simple switch.
