Manual shift assignment not picking in Fast formula

Summary:


We are using a Workforce Management Utility Fast Formula called from a Time Calculation Rule array processing formula to detect on-call shifts published on the Planned Schedule. The formula works correctly for scheduler-generated shifts. However, manually assigned shifts added via the "+" button on the Planned Schedule UI are completely invisible to the formula — they do not appear in any DBI we have tried.

The utility formula queries HWM_PUB_SCHD_ALL_* and HWM_EMP_SCHD_ALL_* DBIs for the day in question
