How to create a Work Order Header dff whose lov is the resources in that org

Need a Work Order Header DFF that uses a LOV that lists all the resources in that org. The user will then pick the resource from the list. The list of values is not showing all the resources in the organization - its mainly showing the labor resources and not the equipment resources (like Bays). And when I add a WHERE Clause to just show the resources in the same org as the work order: ORGANIZATION_ID = :{PARAMETER.OrganizationId}, I get an error.
