To create a BPM approval flow for Project Budget approval based on budget amounts.

My requirement is to create a BPM approval flow for Project Budget approval based on budget amounts. The approvers should be based on Project Roles.Also the approval should trigger a serial approval, based on the project budget amount. The approval is working fine but only for the highest level ,for intermediate amounts the workflow is not triggering.

it is working if we create 5100000 it is sending the approval in the right sequence

but if we enter any amount(600000) in the middle of the sequence it is skipping the approval

Please provide a solution for this issue so that the approval is triggered correctly for intermediate amounts as well.
