Order Update does not happen as excepected when we receive Order Movements from Source (OTM)

Hi All,

Good day , We are facing issue while trying for Order Update Functionality , please find below details , Kindly help :

Currently we have a setup where we have Order Releases and related Order Movements comming from Source system . Xml contains both Ship Units and Line Items.
Once we receive Order Releases and Order Movements , OTM automatically plans the Shipment at Order Movement Level using a Agent Logic "Build Shipment on Leg".
We tried sending an Order Release (includes Order Movements) update from source system and we wanted to use Order Release Mod Propagate Changes during Order Modification .
We observed that the transmissions remains in Fresh most of the times .
