Would like to know if there is a product strategy around - Allowing an external AI (3rd party AI) accessing Oracle data?

Does Oracle allow external AI access it's data ? The question is mainly for Oracle HCM Cloud product.

There can be scenarios where we would like to use an external AI application which would access oracle's data (e,g, an external AI for candidate search, which can search for candidate data in Oracle and provide some analysis on candidate availability and quality based on country region etc. ) Can you help with inputs or direct me to someone who can confirm this ?
