Actual value always editable vbs

in Visual Builder Studio for HCM

Hi everyone, I'd like to know if there's a solution to this problem.
We created a goal plan visible only to HR, but we'd like to make only the actual value editable for everyone.
Is there a way in VBS to always display the editable actual value, even when the goal plan is being edited only by HR?
