Partial completion of work order and complete remaining qty in next operations

We have a discrete manufacturing to create a animal through work order. Operations are defined as one week per operation. Total 15 to 20 operations. At operation 1, animal XYZ is assigned as a component with supply type as "Assembly pull" because we want inventory not to reduced as soon as consumption happens at operation 1. Then resources are charged at each operation with automatic charged.
Now at operation 10, there is partial completion, some of the animal qty is produced and business wants to sell this and need that inventory. so here we are facing two issues.
- Even we complete partial qty from operation 10 to 15 or 20, resources are getting charged.
