Delegate cannot approve a time card they submitted on behalf of employee

Summary: If a supervisor delegates their Line Manager role, the delegate then has the ability to approve time cards for employees within the supervisor's hierarchy. However, we've observed that if the delegate submits a time card on behalf of an employee in the hierarchy, it is still routed to the original supervisor and only that supervisor can approve. If the original supervisor or Time and Labor admin submits the time card for the employee, it is correctly routed to the delegate.

Is this expected behavior? This creates issues because if a Line Manager delegates their role, I expect for the delegate to be able to do everything the Line Manager can normally do.
