Weare trying mass updating supplier site in the existing sourcing rule but the FBDI not allowing.

Hi ,

we have Buy global sourcing rules with effective dates. we have a supplier with 2500 buy rules are created with supplier Site1, we want to update to Site2 using FBDI , we passed the same effective date information in the FBDI. FBDI file is failing with error

we don't see update action in the FBDI template. how to mass update the supplier sites?
