In manage project budget page, in edit period option, previous periods as preceding period

Summary:

In manage project budget page, while planning the periodic budget amounts, in edit period option, previous periods are summarized and showing as preceding period. Project periods and GL periods are also in open status during that period.

Business wants to review and adjust the previous periods amounts period wise instead of adjusting the amount commulative value.
