Why does “Load Data from File” fail for Grade while “Import and Load Data” works?

Hi Team,
I am trying to load HDL data for a business object, for example Grade.
When I manually submit the HDL file from: Data Exchange > Import and Load Data the file loads successfully.

However, when I try to load the same file using the Load Data from File payroll flow, it fails with the below error:

Any guidance would be appreciated.
