Can Supply Planning Cloud apply transportation constraints

We have a requirement to constrain the Transfer Orders between Plant locations and Plant and Distribution Center locations based on Transportation/Shipping Capacity. Does Supply Planning Cloud have the capability to apply transportation constraints? If so, where are these setup because the Plan Options do not show a Transportation Constraints option.
