Change History Does Not Appear on All Cells

In Oracle EPM Cloud Planning, we observed that not all changes on a cell are reflected in Change History. Enable Auditing has been on already, and we are able to see Change History at the cell level. Initially, we suspected this might be related to a data form issue. However, after reviewing the Export for Data Audit Type, we confirmed that the user was making updates on the same form, but across different Accounts. Example below. There was an amount updated by the user and she additionally included a comment. But there is no Change History seen.
