How to handle unmatched transactions whose match is a historical transaction not in ARCS?

For Transaction Matching, if a transaction is unmatched, and its match exists in historical data not loaded to ARCS, what is best practice for dealing with the unmatched transaction? Should historical data be loaded to match the unmatched transaction? Are there other options without loading historical data?
