Restrict Salary Visibility for Executives Without Restricting Person Access

Hello,
We have received a requirement from our HR Leadership team to restrict salary visibility for executive-level employees, while still allowing access to their employee records.

Business Requirement:
Group A: Full access – can view all employees and all salary information.
Group B: Partial access – can view all employees (including executives) but must NOT be able to see salary information for executive-level employees.

Current State:
We have been able to restrict access to executive employees entirely using security (person/data role), but this does not meet the requirement.
The business specifically wants users to still see executive employee records, just without access to their salary/compensation data.
