Why does the Smart Tip disappear when a value in another field changes?

Summary:

I created a couple of smart tips on the Create Expense Item page against the Cost Centre Override and Start Time fields in Oracle Fusion. When creating the tips, I selected one of the Subsistence options in the Type field. There is no additional conditioning apart from the default URL Matching simple condition. Now, when I select a different Subsistence option in the Type field, the smart tips do not appear. Are there any settings I need to consider?
