Custom Agent Publish in Non-Production Environment — Does It Trigger Custom Subscription?

Hi dear all,

We are currently building and testing a AI agent cases in our client's non-production (test) environment using Oracle AI Agent Studio.

When we click Create on a custom Worker Agent, the system immediately shows a "Publish custom agent?" popup with the below message:

There is no Save without Publish option available on this screen. The only choices are Create or Cancel.

Our question:

Does publishing a custom agent in a non-production/test environment trigger the Custom AI Agent Subscription and incur additional licensing costs — or does the subscription only apply when the agent is deployed to production
