Specialization not auto-completing despite required activities being completed

Summary:

Hello,
We would like to seek clarification regarding the completion behavior of a specialization in Oracle Learning.
We have configured a specialization with two sections as follows:

Section 1:

1 activity
Completion rule: Complete all activities

Section 2:

2 activities
Completion rule: Complete 1 activity only

Scenario

Section 1 → activity is completed
Section 2 → 1 out of 2 activities is completed

Based on this setup, our expectation is that the specialization should be marked as Completed, since all required activities across both sections have already been fulfilled.
However, the observed behavior is that the specialization remains in progress and is not automatically marked as Completed.

Is this the expected system behavior in Oracle Learning?
