Does entering both Quantity and Raw Cost prevent the "raw cost rate not found" planning error

Summary:

Hi,

we are hitting the error: "A raw cost rate was not found for the planning transaction."

If we manually populate both the quantity and the raw cost amount directly on the planning line, shouldn't the system accept those values?

Or will Oracle still try to look up a rate schedule and throw this error anyway
