Unapproved PRs/POs are prematurely generating project commitments

Summary:

We are experiencing an unexpected integration behavior between Budgetary Control, Procurement, and Project Portfolio Management (PPM).Although our Budgetary Control Reservation Point is explicitly set to "Approval" for both Requisitioning and Procurement (with encumbrance accounting enabled), the system is prematurely creating project commitments in PPM while the PR or PO document status is still Pending Approval.


Please investigate why PPM is capturing these transactions prematurely.
