Approval delegation has public person security profile & Oracle said no restrictions can be applied

Summary:

Our client requires this field to be restricted for employees to only view peers and high-level employees in the hierarchy when delegating approvals, at the moment this component has no restrictions and lists all employees. Does anyone have a work around?
