Termination initiated by Line manager or HR roles

Hi All,

I am trying to create a termination rule to be initiated by both HR or Line manager.

The approval should go to the manager of the employee, but if the manager initiated it then it should go to the manager's manager.

I have ticked Prohibit User Self-Approval and Reassign approvals to those users' managers

When testing as LM the approval is going to their manager, but when testing as HR the approval is also going to the manager's manager and not the employees manager.

Any suggestions on what could be the issue?
