How to define work confirmation approval rule so that more than one requester might get the approval required notifications?

complex workorder has po lines with two different requesters. When work confirmation is done for this PO

and approved. the approval required notification is not sent to any requester. We do have approval rule with action

single approver - Requester.

Obviously this is not working when there is more than one requester included…Please advise.
